What means "FACTOR"

HI, I am trying to learn, and right now I am unsure what the column factor means. And, is the column "Options" a guess, or is it facts?

Factor - The boat's current speed factor over a no-options boat.
Options - According to 'User Card' (must be retrieved manually by selecting the user/boat in the game UI).

To be more specific, 'Factor' is a speed multiplication factor which applies to the speed provided by the sail set (whether FP on not). It equals:
- 1.003 if you have the "hull" option: you will sail 0.3 % faster if your hull is continuously polished
- from 1.000 to 1.040 il you have the ‘foil’ option, which speeds up the boat above a given (wind) speed, according to twa. The % use of foils is shown in ‘Foils’ (from 0 to 100%). You will sail 4% faster if you have foils operating at 100%
So if you have both options, the maximum Factor is 1.04 * 1.003 = 1.0431 / the minimum is 1.003.

I see a boat in the boats I follow who has only heavy and reach, no foils, and has a factor appearing red of 1.0046. Does red mean negative, and is it negative because he uses C0 when everybody is using LG (which he does not have) ?

A factor appears in red if Dashbaord cannot "explain" it. But the explanation is really well known in this case: The boat is sailing in the sail change tolerance where another sail would be faster. The VR engine applies the faster speed but reports the old sail, and does not apply a sail change penalty.
